There are .pofo and .moveset files for Eddie Edwards and Davey Richards available in the top post that are working just fine for me. Don't forget that the IDs 203 and 204 require PacPlus, so you'll have to run Pozzum's Match Select 1.3 aka Match Edit 1.3 which includes the PacPlus patch every time you load your save game once you reach the main menu to access them.

If you still can't get them to work with Match Select, load them up in the Data Editor for WWE (you can also make any changes you like) and re-save them. Use the "Install * via CCT" buttons to install them to the game with the help of Custom Character Tools.

The movesets probably aren't the most accurate, so feel free to improve upon them. And now I'll go watch NXT.

 

Here is an updated Virgil Pofo & Moveset I feel is more accurate for @Dennis-Bieser's Virgil. Includes updated attributes, skills and abilities and advanced entrance. I watched way to many Virgil matches researching his moves, time that I'll never get back. What a butcher! No wonder he went from in-ring performer to bodyguard.

Yeah, I based it on Vincent, since I was forced to study him for well over an hour at ringside on a WCW house show back in 1998 or 1999 in a bout with a totally demotivated, late "Gentleman" Chris Adams (who cursed loudly at Vincent the whole match whenever a move was botched...and there were many early on - the lack of reaction of the crowd didn't help any either - at the end of the match Vincent was visibly holding back tears, I'm not sure if it was because of the constant cussing of Adams, the non-reaction or because Adams stretched him for such long periods of time) that basically contained of "chains" of 15 minute restholds (I guess Adams just thought it was safer and easier to stretch Vincent than continuing the botch parade) with some small spots in between while they killed time for their main eventers Nash, Sting, Hogan and Savage to arrive in the building (they never showed and WCW offered everyone who had paid - and I'm not sure how many had actually done so, as many free tickets had been given away in front of the building - for the show a refund at the end of the show). Needless to say it was the most boring and long-winded wrestling Match I had ever seen in person. Luckily I didn't have to pay for the "experience", but since my team had been invited as honorable guests, we sat through it.
The makeshift main event (I guess between Goldberg and the (smoking nWo-) Giant was worth the wait, though, even though it only lasted a couple of minutes, but to see the Goldberg spear, then lift the Giant and hold him for a good minute in a vertical position before slamming him down to the mat with a Jackhammer that moved the ring by a good two meters was a sight to behold. The strength of the guy was just incredible and much more impressive in person than it came over on TV. I wasn't a fan of Goldberg before that, but I sure became one that night. He seemed to be one of the few ones that seemed genuinely motivated to perform on that show, too, next to Scott Hall (who was by far the most entertaining and seemed to be genuinely happy to perfrom as he interacted with the crowd alot and got even those that weren't into wrestling at all to react wildly - what a pro and a true master of his craft at that point in time), Meng, Luger, Norton and Rey Mysterio Jr..
Oh what a trainwreck WCW house shows often were, no comparison to the excellent WWF house shows and especially ECW shows (being in the crowd in an ECW arena show was such a wonderful experience, even though the building was hot and smelly as heck) during that time period.

Sorry for going on a tangent, haha. @M0UNTAINMAN's pofo and moveset do work for WWF Virgil excellently.

By the way, I've updated Crash Holly's height. I mistakenly trusted Wikipedia and set him as 5'11" which was way too tall (he was somewhere around 5'6"-5'7").
