Cheat Engine: Force 60 FPS entrances and winning celebrations on 1.20

Hey everyone!  Try this out for patch 1.20 and let me know if this fixes all the scenes in the game that used to be 30FPS.  This should force 60 FPS and also should stop the glitch where the game would run super fast during a match after a 60 FPS entrance.  If there are any cutscenes or anything this isn't working for, please tell me where to find those scenes so I can make it work for those too.  Once I'm sure this works for everything, I will create a similar solution for 1.22 and add it to my free rules modifier cheat table that works with undetected versions of Cheat Engine.
