Does Anyone know how to make a Titantron mod for WWE 2k23?

I want to make a Universe in the Ruthless aggression era and i would need some gfx mods for the titantrons for certan wrestlers.

 

My Question is how i can provide myself and other people with such things. 

What would i need for making my own titantron mod and how would it work.

Knowing about to edit a video, them convert the video to BK2 format but remember the real sizes of the titantron

What I need to know is how to upload those files into WWE 2K23 without my trons coming out laggy and looking like they belong on No Mercy for the n64 instead on WWE 2K23

I need to know which file types I need to save as, the dimensions, and how to prevent the frame rate from getting corrupted
