Is 460 461 slot unusable?

I download luke gallows form zeepybe.I place the file like usually,but when i start the game and go to entrance ->select Luke Gallows(460) ->Custom entrance,the game crashed immediately.
And i found out 46000_superstar.dds (render) can not display ingame,I need to change the file name to 46000_CODY_RHODES.dds then it will appear.

Am I do something wrong? Please help.
461 also have the same problem.
