Just curious if there is any tool for creating these because I wanted to make my own GFX

There is a 2k22  gfx template and tutorial set posted by a modder on the PWM discord using Adobe After Effects. Also questions related to modding are for DISCSSION AND SUPPORT not TOOLS AND RESOURCES.
