General question re future of mods

As I only got into modding WWE2K19 about 14 months ago when I got a PC, so have not been around when this would have happened in the past, so I have a general question.

 

Do people normally continue to make mods and wrestlers for old games or does everyone switch over and just discontinue making anything for the older games?

I've not seen any reason to invest in 2K22, I hate the controls and there's no WarGames so I'm selfishly hoping to continue being able to update 2K19 with new models etc.

I'll totally understand why people would stop, I just wondered what the usual path these things take.
