How to add new mod non-existing character/wrestler?

preferably with an unused slot ID and not overwrite any existing characters/wrestler. so far i've used a combo of CCT, Data Editor, WrestlePlus successfully to unlock alternate attires and add different outfits for existing wrestlers. now i would like to add characters like Scott Steiner with their individual models, pofos, movesets, titantrons, theme music, and other details. i've downloaded the necessary files for Scott Steiner, now i wonder how to add him into a new slot

how? it only shows me the slot IDs that are used. on the wiki it shows 109 and 110 are unused but those are skipped in CCT between Booker T 108 and Christian 111
