Can't find a certain PAC editor, can anyone help me out?

I remember using an editor that allowed me to import .png textures, bypassing the whole ".oodl/.dds decompression and recompression" thing. This would help me a lot because after reinstalling my OS, I'm having some issues with .dds files. Does anyone remember it/have a link to it?

Have you tried using paint.net? It's free, works great. 

Just remember to have your settings set up like this when saving as .dds
