I want to learn how to mod

Hello Everyone I'm new here please tell me how do I learn how to mod any help would be greatly appreciated & also I have a question if I mod WWE 13 will I be able to add features in it that were not present in the game like Ultimate Control Moves, Environment Grapple, General Manager Mode of SmackDown vs Raw 2007 & also cutscenes in Universe Mode from WWE 12 that were removed
