How to make gfx for modded arenas

I recently have downloaded Abhilashl's modded arenas pack and I need to make some gfx for these arenas such as replays, matchup, and nameplates. Does anybody know how I can start making these or if there is someone who has already made these and I can just download them?

there are some gfx packs for a few arenas, but not very many. everything else would need to be ported from the older 2k games. you will need rad tools, a video editing program (i use after effects), a photo editing program (photoshop or paint.net), a hex editing program (hxd), and pac editor

I have all those besides the photo editing and video editing program so I'll get those and just get to work

What is the process to create the nameplates etc. once you have all the programs?
