Hi,

If you moved your game's folder to an external drive , you will need to add that drive to the steam library folder settings.

Did you just copy the 2k19 folder or the STEAM LIBRARY folder which contains the 2k19 folder and other folders.

In any case , Open the steam app.

Go to the steam TAB

SETTINGS -DOWNLOADS.

under content libraries, click on STEAM LIBRARY FOLDERS

Add the game's folder location on your drive to the library folders list.

Hello juskool14. Have you solved this problem? If not, you can easily try any of these remedies from this article. Previously, it helped me with a Steam related issue on my computer.
