I have been experiencing Low FPS for the past couple of days for no reason. It has happened before but I've fixed the problems, but then all of a sudden it just starting being a 30 FPS. I've placed the original files back into the game, but that didn't help the problem. So, I'm wondering if they is anything that could lower it it, or anything I can do that can improve the FPS because it is now unplayable.

Oh wow, that looks ok. Hmm, try changing the FXAA. Windows may have updated and switched your default graphics cards or settings.

Sorry, I thought you may have reverted your config file to stock.

That didn't work. I'm wondering if it's one of my files, but I've placed the original files back in. So, do you have any other suggestions.

Is there a drop in frame rate in other games?
If not, try executing "default" from the graphic options in WWE2K19 to return to the default value.

How do I do that

Main menu screen → Options → Graphics settings → "X" key should return to the default settings.
Alternatively, select the resolution of "60mhz" in the resolution item, and select the resolution of "60mhz" for the refresh rate of the monitor.

I have did all of these things, but nothing works. I have realized that every time I plug in my controller the FPS goes down. Is there a way to fix this problem.

Well, I don't know your PC environment, so I can't think of any further improvement.
You can only think of a clean installation of the graphic driver or defaulting all the options on the driver side.
