Can the music modified in Sound Editor be played in the menu?

yes Make sure you select "Mod Music Patcher" in sound editor 

 

to access Mod Music Patcher you have to click "Tools" on the top right and select Mod Music Patcher"  in sound editor

 Yes,  to slightly expand upon @2K Live's post you will need to use @TheVisitorX's Sound Editor 2019.

 

At first glance of the sound packs it is easy to assume that you would need to replace the menu music in the soundtrack_m.pck file.

However changing these doesn't do anything, instead you want to replace the tracks in the sfx_m.pck, if you sort by file size you will bring the soundtrack to the top of the list for quicker access.

The Sound Editor tool thread has all the information for installation and the required wwise download link and the tool is very easy to use with lots of useful features including a built in converter and a play function so you can hear sound files with ease.
