Is there anyway that I can make another copy of my game but without the mods

There is, but it involves having a clean, modless backup of the game as well as a clean save game and swapping both of them out, but it's a lengthy process. Check out the creating backups Wiki page on how to create backups and restore them.
You'd probably want to disable Steam cloud saves/save synchronization beforehand so the game won't replace the save with whichever you had saved in the cloud last and you won't have to go through the lenghty procedure of going into offline mode and restarting the game multiple times to swap out the save.

WIth two sets of games and save games, the best course of action would likely be to move the game to different location than the standard location and then create a symbolic link in it's place (You can use the Windows command mklink, for example). You could change the link depending on which of the game folders you wish to use (via batch file that deletes the old symbolic link and creates the one for the game you wish to use, for example). You could do the same with the save game folder. I haven't tried it myself, but in theory it should work.

Another approach (which could have a potentially negative impact on your SSD's lifespan, or even HDDs, although when the game is installed on the latter it may be negligible) would be to have both game copies and save copies sitting in the proper directory, and have the one you won't use at the time renamed to something like "WWE 2k19 Disabled" "817130.disabled" and  and them so the one you don't use is named this way and the ones you use are named "WWE 2k19" and "817130" respectively.
