In that video, the youtube channel associated with this site can be seen doing a lot of things in WWE 2k20 that you can't do in the main game, like assigning a GM and initiating a backstage assault. What mod are they using to get these effects, and where can I download it?

It isn't a mod. WWE 2k20 still can't be modded properly. It's a video montage about ideas on what 2k could do to improve universe mode, which is noted in the description of the video. ;)
