I just downloaded the new Io Shirai from 2km. 

I can't find a .moveset file made for her post heel turn but have seen a modern pofo.

I haven't seen one. You could make one yourself and share it. Check the in-game Community Creations to see if there is a good one you could use or adapt, too.
