Uploading Edited Character Mods

Hey, so while I'm still new to modding and still grasping all the knowledge I can from this forum (thank you everyone). I'm not sure whether we are allowed to edit the textures of other peoples mods, such as creating new attires and what not. I wanted to create new gear for certain people, and was hoping to upload them for other people to use if they wish. I didn't want to get into trouble or step on anyones toes using someones model.
