String File Glitch?

I am very new to modding and I have encountered an issue. I am using CCT to inject Corey Graves. My problem lies with the fact he does not show up properly and instead is under the name 5874- Empty String to be filled or something along those lines. I deleted my pac and mods folder, as well as checked my files through steam for integrity. The problem is still there. Any help would be great!
