Low FPS during matches

I've seen a few people speak about this where their game is running in slow motion once the match starts. Im having this issue on custom arenas and in game arenas. My specs on my PC are great so it shouldn't have anything to do with that. Any advice?

I have to play window mode otherwise it does it.

What kind of graphics card do you have?

I believe this game likes to (at least on laptops) default to using the built in graphics processor rather than a dedicated GPU if there is one, so if you have a NVIDIA card you might have to go in and force it to use the graphics card if that's the case. 

Also, what resolution is the game set at in graphics settings? When i first got 2k19 ( i think it was this one) The game defaulted to some absolutely ridiculous resolution that my laptop couldn't handle.  I had to set it back to 1920x1080 which is native for mine.

I'm on a laptop with a GTX 1070, 16GB of RAM and have no issues with FPS on high settings.
