open pac textures

how can i open texture files that are saved into 000A in pac format and not dds?

You can use Pac Tool it will help You extract the textures form whatever mod you Have 000A is The textures for tights trunks kneepads boots Jackets Glasses etc and the 000C is the Textures for the Face Texture and Skin texture or tattoos texture etc. Hope that helps you.
