Help with putting Mods in Universe Mode

Help would be appreciated. I installed everything right (I think) It should appear in universe mode right?

You need to install pofo and moveset via cct in superstars line and then in the universe.

After done that, you need to enter universe and trigger a save there as well. Then they should appear

Oddly using this - which worked before - and also Tekkens Xpacker no longer works. Refuses to show the mod in universe. Seems very odd.
