How do you install wrestle plus

I have used this great mod tool for a while now, i upgraded my pc and thought id format my hard drive too, so i had to start from scratch my games including wwe2k19 were on a different hard drive so they was still there (along with the wrestleplus folder) 

Now my problem, i install wrestleplus, it installs fine, but i cant load the tool up, it just wont load, it installs like i said but its just not there. I load the game and i get the splash screen for wrestleplus and the game loads fine but to get the mod tool to even open is a lost cause. What have i done wrong, my game is on the D:steam and i install wrestleplus on the c drive, do i have to install this programme other then the c drive.
