Creation of new outfit

Hello I would like to make new outfits for Cole quinn but from a software (I do not see how to say but at worst I put an example of what I want to do with Cole Quinn)

So how can I do to create new outfits and add 2 see 3 tattoos with software (since we can not make outfits to Cole Quinn directly in the game)

What do you mean "from a software"? If you're trying to start modding, you'd need multiple programs like Photoshop, Blender, rePac, Reshape, etc. It's not just one thing. I would recommend going on the Smacktalks Discord to find links and maybe tutorials on modding.

okay but photoshop is only for dds if it's good I can also used paint.net

But otherwise I'll see on their discord

Photoshop is for whatever you want it for, not just DDS. I'm sure there are modders who use it to make textures for attires.
