It looks like you might be editing the wrong data. The profile_dat.pac is set up in order of slot numbers not slot ID’s The slot ID 484 is not assigned to slot number 484. 
Normally CCT has the data for slotID’s ana matching slot numbers. If you want to do it manually, you can also look up the 2k19 memory sheet which you can find in the tools and resources section. 
The slot ID for the file showed in the screenshot is 390 (9003) which is about 9xx in decimal.

484 will be slot 119 in the file . Extract the 0119.dat file

I just realized I was editing the wrong file, thanks for helping me!
