Repair your game with Steam and you will get that file back.

In case you have used the Empty Chunk0.arc installer that comes with Data Editor, you can find the backup of the file you replaced/removed in the \Data Editor 2k19\Backups\ folder. Otherwise you may let Steam repair your game, as @TheVisitorX suggested (which is probably a good idea anyhow to get a clean game back since with the original .arc file you can't use .pac mods anyhow).
