Do any mod tools let you add custom images?

I own WWE 2k17 and servers shut down to upload custom images.  I'm tempted to buy 2k19 because I pirated it and really enjoyed it.  I skipped 2k18 totally after hearing what a mess it was.  The thing is I know servers are gonna go down eventually, and I'd like to be able to create custom logos after because sometimes I want to get creative with a 2 year old game.  So do any of the tools for download, whether they work with a pirated game or not, allow you to bypass the image uploader website?  It really ticks me off that 2K builds such a short lifespan into their games, I understand it's to drive yearly sales, but I can be annoyed by something and still understand it.
