I personally bought it directly in 2019 like that. All you have to do is follow what he says on his blog, leave your e-mail address, and pay with Paypal.

He answers directly within two days or in a week by mail and send you the serial and the exe.

I bought it again this year because I changed my PC configuration (only one serial by PC). And it responded quickly. So he's still working his Save Editor for 2k19.

He doesn't reply to mails directly like that.

It's up to you how you feel about it.
