When I wanted to convert a mp3 or wav with Sound Editor this failure showed up:

File 0 conversion to wem failed.

Now I am confused... WWSIE 2017 is installed

Probably the wrong Wwise version. Which version have you installed? There are more 2017 versions, you will need 2017.1.2.6361. This version comes with SE and you should only use this version. All newer versions need an updated Wwise_Template.
