New Game Mode Mod

Hey guys, I was wondering if any one knows how to make something in game using something similar to the asi loader in Gta titles. I want to mod the gameplay to make it more fun, however 2k hasn't released the sdk and it doesnt look like anyone is interested in any mods that doesn't involve character models.  I'd like to know if there's a program similar to the asi loader which lets you inject dll, ini, and cfg files into the game.
