Why replace Wrestlers Like Brian Kendrick and Titus O'Neil (still in the roster these days) instead of useless legends characters like Papa Shango, Robert Gibson etc

Idk if my english is at a good level, but i'll try to be as perfect as i can, Starting with the question about some mods you guys do like the Undisputed Era GFX, why do you would replace The Brian Kendrick instead of a useless character that no one plays like these Legends? this really makes me feel bad that i can't install a wonderful mod without replacing a good wrestler some times

You don't actually need to replace any wrestler at all. Each mod is typically setup for it's own specific slot. You only replace anyone if you want a render or a call name audio(if one's available). And majority of the people prefer to having legends in the game then current guys, myself included. That's why most mods are of legends.
