Allies and Enemies levels meaning

I Wondered if level 5 was higher or lower than 1?

If I have a level 5 and level 1 enemy which one will be the most "hated"?

Level 5 is the highest, yes. So if your wrestler is having a match, the Level 5 Enemy would be most likely to come and interfere. On the flip side, your Level 5 Friend would be most likely to come out and help you.

Will this affect Exhibitions?  Probably among the last of a dying breed but I still have a "Garage WWE Club" we Watch Raw and play our own card just using the exhibition PLAY mode.  From time to time if theres interference Its someone set as an enemy to that SStar but most times its some oddball like Akam attacking Baron Corbin.

I believe so, yes. I only play in Exhibition and whatever wrestler I choose (mostly mods and CAWs), their enemies and allies will interfere in their matches with the Run-in settings enabled.
