How to lessen Shine when making textues?

I have 2 textures for Freddy Krueger made that have quite a bit of shine I am in need of tips on how to lessen the shine. I used to know how to do it but forgot as its been a while since. Freddy textures are more difficult do to his burns & ect. Below are previews of the textures I need to kill shine on.
