Character Models look like a blurry television

Are you playing full screen or windowed? Check in the options menu, if you are in windowed mode then switch to full screen. If you have the full screen enabled then switch to windowed and again to full screen. This should solve the issue.

its already on full screen.

Check the resolution options in the game. There may be different ones for the same refresh rate. Try various ones. Some are interlaced, some have different color depths and thus not all may display properly on your monitor.

If that doesn't help, try to turn off Anti-Aliasing in Nvidia Control Panel/Radeon Software (including transparency options) and set them to Application Controlled.

If you have HDR enabled in Windows, you could try to disable that as well.
