Static bars glitch

Hey, I don't know if it's just me, but I get static/discolored bars on the top and bottom of the screen during my entrances and matches. I'm not sure, if it's just something that happened after I added mods or maybe I didn't handle the chunk files correctly. Is anyone else having this problem and had any luck solving it? It's all I can focus on now.

What resolution are you running your game on?  Windowed or fullscreen?

I realized that the static bars only come up when I’m switching from fullscreen to Windowed. If you start at your desired resolution, the problem will never occur.
