Is Cheat Engine still required to install mods?

I have CCT, Data Editor and WWE 2k17+, do I still need cheat engine? 

I know WWE 2k17+ has an in-built mod downloader, but due to the limited number of downloads per day I'll still have to rely on manual installation. Also I know CCT is used for .pofo and .moveset files, but what about the .pac files? Do I just drop them in the correct folder, do I need to use CE, or does one of the aforementioned tools have an install button for that?

For the Pac files you just drop them in the CH folder, you shouldn't need Cheat Engine for installing those stars.

You can also use Custom Character Tools' "Install->Mass Character-Pac Installer" function to install .pac files, which will automatically rename the wrestler ID and Attire names/types in the EMD sections according to the file names in case you change the ID (works only with EPK8 archives which most mods will come as, not newer HSPC ones).

Sorry but I don't understand the second half of the post, could you please clarify?

Anyway, so to install a modded wrestler I just drop the pac files in the proper folder, install the .pofo and .moveset with CCT and I'm good to go?

basically, and the second half of what @Cave Waverider is saying is that you would need to make the pac file into what it was last year to be able to change attire slot.
