This question is beyond vague.  Which mod are you referring to?

They have to be modified to be ported over.  A lot of them have been already and are on WWE 2K17+

Is it like extracting the pach out of it and injecting into wwe 2k17 hspc pac?

Extracting the pach
Extract all the pacs, dats and yobjs from the pac inside the pach
Removing the incompatible parts inside
Subbing in 2k17 parts to fix the older parts that don't work in 2k17
Modifying any textures that may need to be changed because of the changed parts from previous step
Rebuilding the 000A and 000C texture packs
Creating a new PACH from the redesigned parts
Compressing everything under 80mb within the PACH (2k17 has a 80mb PACH size limit)
Injecting the new PACH into a compatible and configured ch.pac file

It's not a short and easy process.  Complex mods from the older games require a lot of work to port over.

Though not easy but is it just different steps of compression and extraction or do I need to open the texture files and edit them??

I believe just extracting and compressing[ some of them in zlib]

And what about texture and parts that are incompatible..are there any or are they rare?

The alc takers have some parts that need to be replaced with 2k17 parts. I know this because I've ported several of them. I'm referring to the yobjs
