My game is unmoddable now?

Messed up the game learning how to mod. Reinstalled everything, even game save on steam.

Untouched, fresh game works fine. 

If I add a single pac file it won't load the game.

I replace the chunk_cache files, it won't load.

This game will now only start up and play with all original files untouched

Anyone know what's going on?

I finally managed to get it working after wasting all night.

I do have the legit copy if you were wondering

I couldn't replace chunk_cache files

So I just deleted them and it runs perfect with a mod in it now
