Hex editing

I found out how to switch the Pac files attires using hex editor but every time I go to look in hex editor for the numbers to change I cant find them or they are in some other translations can someone help? Yes the data is set in the hexadecimal setting.

They have to be injected into a 2K16 pac. The 2K17 pacs don't have an emd value you can change.
