Here is another tool to edit the text in 2011/2010,with this you can make new text of any size and can add new text id easily. This will turn your dat string file into a .xlsx Excel file so that you can edit it here using either OpenOffice or Excel.
Usage:

SVR 2010/2011 User+:

- Set the mode to "SVR 2010+"
- Extract STRING.PAC
- Go to SDB_ folder where you'll find all of the string pac
- Open one of the string pac to start editing!
- First you have to extract .xlsx file then you can edit it and convert it back
- Inject the new dat back into your string pac
- Inject the string pac into STRING.PAC ,both using PAC Editor

WWE 2K17 Users

- Set the mode to "WWE 2K16"

- Go to PAC\STRING_WIN.PAC  where you'll find all of the string pac
- Open one of the string pac to start editing!
- First you have to extract .xlsx file then you can edit it and convert it back
- Inject the new dat back into your string pac
- Inject the string pac into STRING_WIN.PAC ,both using PAC Editor

* Special formatting in Excel to SVR is not supported :p
* There are escape sequences for special characters, they are as followed:
\n - New lines
\t - Tab
\xe8 - The 1 byte hex character 0xE8 but you can try any hex value
For example \xee\x80\x98 means WWE Logo.
Google Escape Sequence to figure out more, but only three of them are needed

This tool works also for 2K18. You just need to extract first all shdc files from the string file.

Okay, so with SVR 11 for PS3, all the dat files in every string pac are practically exactly the same. 00.dat from 0000.pac, from 0001.pac, and from 0504.pac are all the same except for sometimes the language. I'm not sure if this is normal, but if it is, does that mean I have to find and edit 00.dat, 03.dat, etc. in every single string pac they're in? And I'm confused about where to find the superstar names, nicknames, etc. to be able to edit those.

Technically, you'll just have to edit the language you have the game set to, unless you want to release the file for others, then it's considered good form to update all languages.

I believe its Yukes' plan to duplicating the text entries to obscure the real text pac.I normally run debug on it to see what files are right. If you need help finding the location of the text pac in 2011 then maybe I can help.

I know it's old stuff but I hope somebody still plays this one.

I managed to edit the .xlsx file, but I'm not sure about converting it back: do I have to click "Generate new file" to create a new .dat?
