Hı I Need Help About Installing Someone Is Not In The Game

Hi everyone i need help with installing someone not in the game like Kenny Omega. When ı install him he does not appear in the game. I tried everything ı am using Custom Character Tools 2017. But when ı install someone in the game it works perfectly.  So i need help with installing someone not in the game Thank You So Much.

I don't get it completely. You have Kenny's ch pac file alone or do you have his pofo & moveset also?

You need to have his ch pac file, pofo and moveset to install.
