To fix this, load one of the .pofo files into the Data Editor for WWE 2k17 (if you don't have them handy, use Custom Character Tools 2017's Export function to export the .pofo file right into the Data Editor for WWE 2k17), set the Wrestler ID to the proper one that is used by the ch<Wrestler ID>.pac file. Then click on the Announcer Settings button and make sure that the Commentary Name is also set to that very same ID as the Wrestler ID. Click OK to apply the Announcer Settings, check if all the other settings are in order and then Save the .pofo/click the Install .pofo via CCT button to install the .pofo back into the game using Custom Character Tools 2017 (must be installed separately first). Do the same for the .pofo of the other Wrestler (you have to set everything to that wrestler's individual Wrestler ID, of course). Once both of the wrestler's IDs are fixed, save the game by editing any Superstar's attributes and applying it. Now you should be able to put both in the same team, matches, etc..
