You don't have to hex edit, just load the files into the Data Editor, set the proper ID and save them, that should fix any wrong IDs you may have assigned. I hope you have also installed the ch*.pac files (and also set them to the right IDs, which CCT will do for you if you install them with the Mass Character-Pac Installer function and they are the proper format) and not just the .pofo and .moveset, otherwise it won't work as the model and textures will be missing and the game will hang.
