I don't understand how people just upload the ch file and they get it to work without a pofo and moveset file

they dont, they just replace other wrestlers with this pac file

But I mean I download triple h 2000 but it's just ch this doesn't include a pofo or moveset and no changes have been made. But thank you really helps!

Can I ask where do I put ch files is it c drive under common?

You need to put the ch file on "ch" folder inside your WWE 2K17 folder.

Thanks I believe it's because I didn't download the attire editor but think I've fixed thanks for help
