Just extract and inject into a 2k16 pac and then change the pac number/emd.

You can only inject into existing hspc pacs.  There isn't a reason to do this really, since you can just use epk8.  There is no benefit to use hspc in 2k17.

Yeah I commissioned him for that one.  One of the few stars from 2K14 that hadn't been recreated in some form at this point.
