Should I look at CaveWaveRider's tools? I asked in the WWE 2k17+ thread, but was ignored. If I'm asking something that should be pretty straight forward, I apologize. Must have Kurt Angle in my game! All you need to do is install the wrestler info (pofo file), moveset and copy the PAC files into the game directory. There are many tutorials on how to do this on this forum.
