Question about 2K17 Pre-load

I'm not sure if this is the right place to post this, but I have never Pre-ordered a game on Steam before this. If we can presumably pre-load this game, will that mean we will have access to the files early, or will they be encrypted?  I'm specifically talking about stuff like Pac files, as I'm sure we don't get to play the game until release date. Speaking of release date, will the game be available to play at Midnight, or will we have to wait until the Steam store updates (usually updates at 1:00PM for me.)

They are encryped as usual. If you have fast internet dont bother with preloading and download the game when its released its faster
