Maybe because Seth wasn't around during January. So it should be his last year's attire which is 2K16's attire. That's why Seth got his debuted May-June attire.

Yeah... it's definitely something that's been in other games. Maybe not blue, but that attire is recycled.

Luckily attires aren't really a big issue anymore so I don't really care. But it's a strange decision to put that one in regardless.
