light altering MOD

Here is a challenge for the Modders, How about an arena MOD that creates/alters the lights,  think of this, Bray Wyatt entrance with a championship belt that emits light or a belt that glows, how about turnbuckles that emit light or glow, ring ropes that glow like neon lights, barricades that glow etc.  This video took me hours to make using special effects software and at 35 seconds I digitally change the lighting for a few seconds and the entrance takes on a whole new look  https://www.youtube.com/watch?v=8eE2wrE1Si  is this lighting MOD possible?.  Thanks to all the Modders for all you do !!
