Can anyone help me? I downloaded the pofo and moveset files with custom character tools but after i installed them and saved then i cannot play with them. The loading screen before the match begins is not loading when i want to play with the modded superstar/diva. I hope anyone can help me.

If you only installed the .pofo and .moveset file and not the respective ch*.pac file with the same wrestler ID while the game wasn't running, then that's your problem. .pofo and .moveset files are only the information required for the game to access the wrestler models stored in the ch*.pac files.
In addition, .pac files are only loaded when the game starts, thus if you copied/installed the ch*.pac file while the game was running, you'll have to restart it for the game to recognize it. Don't forget to save the game after you install the .pofo and .moveset files for that wrestler as well.

I did all the things you said but i think not all .pofo and .moveset files are okay. They have to be fixed as example Del Rios.

That could very well be. It could be that the IDs are set wrong or some other things. It's always the safest bet to load the .pofo and .moveset files into the Data Editor for WWE 2k16 first, make sure all the settings are correct (and especially that the Wrestler IDs match the IDs in the ch*.pac files) and if not, set them properly, then save them and/or use the "Install * via CCT" buttons to install them with Custom Character Tools. Simply re-saving the files with the Data Editor can fix some (but not all) problems with bad .pofo and .moveset files at times.
