How can i get a clean game so i can update the game to the latest patch because i still have old stuff in there and if i update i get crash on austin screen and i have to empty the cache file?

Move current game elsewhere and download again through Steam

Are you sure you have an empty cache file and didn't forget to rename the hidden extension properly? If you have file extensions for known file types hidden (which is Windows' default setting) you won't be able to rename the file properly and thus it won't work (it might show as chunk_cache.bin but really be chunk_cache.bin.txt, for example, with the .txt extension hidden by Windows Explorer).
You can either turn off hiding file extension in windows explorer or  if you aren't comfortable with that, use the "Fix Startup Crash with Mods" button in the WWE 2k16 Game Tools section of the Data Editor to install the empty chunk cache file properly.

If that doesn't work, then you can try what AJ_HeelTurn suggested.
